what you need
- 2 lbs. ground beef
- 1 cup bread crumbs
- 2 eggs
- 1/2 cup chopped onion
- 1 1/2 teaspoons salt
- 1/2 teaspoon paprika
- 2 tablespoons chopped green peppers
- 1/2 cup raw rice
- 2 cans (10 1/2 oz.) condensed tomato soup
- 4 cups boiling water
- 12 small skinned onions
- 12 ribs celery, cut into 1-inch lengths
- 2 teaspoons chili powder
- Flour
- Salt & pepper

Combine beef, bread crumbs, eggs, chopped onion, salt, paprika, and green peppers.
Roll these ingredients into balls. Press them into flat cakes. Then roll them in the rice.
Follow that by heating in a heavy pot the contents of soup and water. Add to that the skinned onion, celery, chili powder, and the meat cakes. Cover the pot.
Simmer the mera for 45 minutes. Thicken the sauce with flour and finally season if needed, with salt and pepper.
