  • Brown beef, onions, and peppers in large Dutch oven. Add garlic, oregano, cumin, salt, chili powder, red pepper, and black pepper. Pour in water and crushed tomatoes. Bring to a boil.
  • Add bay leaves on top. Reduce heat and simmer on low heat for 1 and a half hours covered. Remove bay leaves.
  • Add pinto beans and cook an additional half hour. Add more water if need of thinning.

Serve with shredded Monterey Jack cheese and chopped green onions if desired.
