  • Melt butter in a large saucepan over medium heat. Stir in onions and sweat them until they are transparent, but do not pick up any color. Stir in flour, salt and pepper. Cook a minute or two, stirring often.
  • Add milk and stir. Bring to a low simmer. Add elbow pasta and cover. Reduce heat and simmer for 8-10 more minutes.
  • Remove from heat and stir in the cheese. You can also add the fresh veggies now if you are using them.

Notes

I have used frozen veggies too, but put them in during the covered simmering stage.
