BROWN meat in large skillet on medium heat; drain. Add water, ketchup and mustard; mix well. Bring to boil.
STIR in Macaroni; return to boil. Reduce heat to medium-low; cover. Simmer 10 minutes or until macaroni is tender.
ADD Cheese Sauce and onion powder; mix well.
