BRING water to boil in medium saucepan on medium-high heat. Add rice and raisins; stir. Cover. Reduce heat to medium-low; simmer 5 minutes. Remove from heat; let stand, covered, 5 minutes.
MIX sour cream, brown sugar and cinnamon until well blended. Add to rice mixture; mix well.
SPOON evenly into small bowls; sprinkle each with 2 Tbsp. of the almonds.
