Cut potatoes into 1/2 inch pieces. Brown meat mixture as directed; drain. Add potatoes along with 1/2 cup water and all remaining ingredients except the cheese to the meat mixture in saucepan. Bring to boil; cover. Cook on medium-low heat 1 hour or until potatoes are tender, stirring occasionally. Serve topped with cheese.
