  • Microwave water in covered 2-qt. microwaveable dish on HIGH 5 min. Add potatoes and carrots; microwave, uncovered, 15 min.
  • Meanwhile, melt butter in large saucepan on medium heat. Stir in flour and pepper; cook and stir 3 min. or until mixture forms a thick paste. Gradually stir in broth; cook 5 min. or until thickened, stirring frequently. Add VELVEETA; cook and stir 3 min. or until melted.
  • Mash vegetables slightly. Add to saucepan; stir. Cook 3 min. or until heated through, stirring constantly.
