MIX meat, half the onions and 1/4 cup (4 Tbsp.) dressing just until blended; shape into 8 (1/2-inch-thick) patties.
HEAT remaining dressing in large skillet on medium-high heat. Add patties; cook 3 to 4 min. or until browned on both sides, turning once. Add remaining onions, peppers and water to skillet; cover. Simmer on low heat 15 min. or until burgers are done (160°F) and vegetables are crisp-tender.
MEANWHILE, prepare Dinner in large saucepan as directed on package. Stir in beans.
HEAT broiler. Spoon Dinner mixture into 13x9-inch baking dish sprayed with cooking spray; top with burgers, cooked vegetables and shredded cheese. Broil 5 min. or until shredded cheese is melted.
