COOK and stir rice in 1 Tbsp. oil in medium saucepan on medium heat 1 min. Stir in water. Bring to boil; cover. Simmer on medium-low heat 20 to 25 min. or until rice is tender.
HEAT remaining oil in large skillet on medium-high heat. Add onions and garlic; cook and stir 2 min. Add shrimp, ham and peppers; cook 5 min. or until shrimp turn pink, stirring frequently.
STIR in rice and soy sauce.
