  • Heat broiler.
  • Place tomatoes, cut sides down, on foil-covered rimmed baking sheet. Add onions, pepper and garlic; drizzle with oil. Broil, 4 inches from heat, 6 to 8 min. or until vegetables are evenly blackened. Cool 10 min.
  • Use small sharp knife to peel blackened skins off roasted vegetables; discard skins. Place vegetables and garlic in food processor; process with pulsing action until coarsely chopped. Add cilantro and sugar; pulse until blended. Spoon into bowl. Refrigerate 2 hours.
  • Meanwhile, heat oven to 400ºF. Cut each tortilla into 4 wedges; place in single layer on baking sheet sprayed with cooking spray. Brush dressing evenly onto both sides of tortilla pieces. Bake 10 min. or until crisp, turning after 5 min. Cool.
  • Heat broiler. Spoon tomato mixture into shallow ovenproof dish; sprinkle with cheese. Broil, 6 inches from heat, 2 to 3 min. or until cheese is melted. Serve with tortilla chips.
