  • Cook vegetables as directed on package. Meanwhile, brown meat in large skillet; drain. Stir in gravy; simmer 5 min. or until heated through, stirring occasionally.
  • Microwave cream cheese and 1/4 cup milk in medium microwaveable bowl on HIGH 30 sec.; beat with whisk until blended. Gradually whisk in remaining milk and water. Microwave 2-1/2 min. or until hot, stirring after each minute. Stir in potato flakes and Parmesan until blended. Spoon into resealable plastic bag; cut one corner off bottom of bag.
  • Remove 12 peas from mixed vegetables; stir remaining vegetables into meat mixture in skillet. Squeeze potato mixture into 6 mounds on meat mixture to resemble ghosts. Add 2 of the reserved peas to each for the eyes.

Rated 4 out of 5 by from I really enjoyed this comfort dish but I did alter the recipe. I really enjoyed this comfort dish but I did alter the recipe. I topped it with homemade garlic mashed potatoes and I seasoned the beef while browning. I gradually added about 3+ cups of gravy to the skillet and allowed it to thicken & reduce. It gave the dish a lot of richness & flavor. Looked really cute and was a great Halloween dinner!

Rated 4 out of 5 by from My family really liked this meal. My family really liked this meal. It was fun! I did add Worchestershire sauce like others suggested & I didn't have instant flakes so I used my potato pearls & made the serving amount that I wanted & then added the cream cheese & parmesan. It was a hit!

Rated 1 out of 5 by from Good recipe but it is not Shepard's Pie it is actually a version of Cottage Pie. Good recipe but it is not Shepard's Pie it is actually a version of Cottage Pie. Shepard's Pie is made with ground lamb, hence the name "Shepard" and Cottage Pie is made with ground meat (or mince as it's known). Cute idea for Halloween.
