HEAT oven to 325ºF.
MIX water and 1 Tbsp. sugar in medium saucepan. Add filterbags. Bring to boil on medium-high heat. Add nuts; cook 3 min. Pour into strainer; place nuts in medium bowl. Discard liquid and filterbags.
ADD remaining sugar and zest to nuts; toss to coat. Spread onto bottom of parchment- or foil-lined 15x10x1-inch pan.
BAKE 18 min., stirring after 10 min. Add salt; mix lightly. Cool completely.
