Sift flour, baking powder, salt, sugar & 2 tablespoons cocoa. Add milk, oil & vanilla. Mix only until smooth. Pour into a shallow 9x9 pan.
Mix brown sugar and 4 tablespoons cocoa and spread over mixture in pan. Pour boiling water over top.
Bake in 350 degrees F oven for 40 minutes. Top with whipped cream and pecans - if you dare.
