In small bowl combine cornstarch, cold broth, and soy sauce. In a large saucepan heat oil over medium high. Sautee chicken 3-4 minutes (brown if desired). Add onion & garlic, toss in pan, and cook 2 minutes.
Add carrots, celery, and broccoli, toss in pan, and cook for 2 more minutes. Add mushrooms and water chestnuts, toss in pan, and cook for an additional 2 minutes.
Stir sauce mixture again then add to pan. Toss all ingredients, mixing sauce in as it thickens. Serve over rice.
