Remove skin from chicken quarters, rinse off all fat, and place in large roasting pan. Sprinkle chicken with your favorite seasoning. Chop green bell pepper, onion and large carrot into large pieces (about 8 pieces of each). Place on and around chicken in roasting pan. Sprinkle chicken and chopped vegetables with favorite seasoning again. Then, sprinkle entire entree with seasoned breadcrumbs.
Cover entree with aluminum foil tightly. Preheat oven at 500 degrees. Place entree in oven at 500 degrees for 20 minutes. Turn temperature down to 325 degrees, cook for an additional 20 minutes. Remove foil from entree and continue to cook at 325 degrees for 20 more minutes. Remove entree from oven, let cool for 15 minutes. Serve with rice and side salad.
