In a 5 quart Dutch oven, melt margarine over medium heat. Add flour and stir until it makes a thick paste. Gradually whisk in milk until paste dissolves.
Turn heat to low; add broccoli and simmer till tender. Add ham and Velveeta.
Stir until cheese has melted and chowder is thickened, stirring often to avoid sticking in pan. Salt and pepper to taste.
