Heat large skillet coated with cooking spray over medium-high heat. Sprinkle lamb evenly with 1/4 tsp salt. Add lamb to pan and cook 5 minutes on each side. Remove lamb from pan.
Recoat pan with cooking spray. Add 1/4 tsp. salt and shallots; saute for 1 minute. Stir in broth, raisins, honey, cumin, and cinnamon.
Add lamb, cover, and simmer 4 minutes or until desired degree of doneness (simmer 1 minute less for rare, 1 minute more for medium). Flip lamb and sprinkle with sesame seeds.
