Sprinkle salt over garlic on cutting board. Mash into a paste with flat side of knife. In a small bowl whisk garlic paste, orange juice, oil, vinegar, scallion, orange rind, and pepper.
Place salad greens in a large bowl. Place the beets in a medium bowl, and the apple in a small bowl. Just before serving mix 1/3 dressing in each of the bowls. Evenly mix each plate and sprinkle with goat cheese.
