Sift dry ingredients. Add butter and blend into dry ingredients (like pie dough). Make a well in the center and add buttermilk and raisins.
Mix to form dough. Knead lightly. Press to 1/2-inch thickness. Cut with cookie cutter.
Bake at 400 degrees F for 20 minutes.
