Sift together flour, baking soda, salt and set aside. In a large saucepan, heat brown sugar, oleo and water until melted. Remove from heat and stir in chocolate bits until melted. Beat in eggs and stir in flour mixture.
Drop by spoonful on ungreased cookie sheet.
Bake at 350 degrees F for 8 minutes. Cool. Put 2 cookies together with the peppermint filling.
