In a 5 qt. pot combine vegetables; add broth and bring to a boil. Reduce heat, cover and simmer for 5 - 7 minutes or until crisp/tender.
Combine milk, flour, salt and pepper. Stir into broth mixture. Cook and stir over medium heat until bubbly. Cook about 1 minute more.
Remove from heat, add cheese, and stir until melted. Serve with bread.
