In a saucepan, combine sugar and syrup over medium heat. Stir until sugar dissolves. Allow to bubble at a slow rate for 1 minute, stirring. Add gelatin and continue to stir until dissolved.
Remove from heat and pour over popped popcorn. Stir to coat evenly.
With buttered hands shape popcorn into balls and allow to cool and set on waxed paper lined baking sheet. When dry enough to handle, place them in individual sandwich bags or an airtight container.
