Spray dish with Pam. Put a layer of potatoes in the bottom of the dish. Sprinkle with a small amount of flour, cheese, salt & pepper. Put a couple dabs of butter on each layer.
When finished layering, pour a small amount of milk over potatoes.
Bake on 350 degrees F for 30 minutes.
