Peel and cut all 5 lb. of red potatoes and boil until semi-tender. Blend potatoes with milk and 2 Tbsp. of the margarine until semi-mashed. Chop the whites very fine of the green onions. Add onions, cream cheese, sour cream, salt and pepper to potatoes. Mash semi-well.
Pour into baking dish, pour melted tablespoon of margarine on top of potatoes. Sprinkle paprika on top.
Bake at 350°F for 45 minutes.
