Brown the meat, drain off the grease and set aside. Whisk soup, milk and sour cream together and put mixture in fridge.
Make rice according to directions on box. (Rice cooks the best if you do not lift the lid or stir until 5 min. after it is off the heat.)
While the rice cooks, melt some butter in the bottom of a large pot. Saute onions, mushrooms and garlic, seasoning with pepper and Worcestershire sauce. Add soup mixture and celery, cooking over med. heat. Add meat, and allow 10 min. to heat through. Serve over the rice, with just a pinch of celery seed on each serving.
