Mix flour and butter thoroughly. In a 9 x 12 baking dish, evenly distribute crust on baking dish. Bake at 350 degrees F for about 10-20 minutes or until crust is golden brown. Cool.
In separate bowl, mix cream cheese, Cool Whip and confectioner's sugar. Spread throughout crust.
Prepare pudding mix using pie instructions and spread on top of cream cheese mix. Put in refrigerator for at least 1 hour before serving.
