Brown hamburger with onion, pepper and salt; drain.
In saucepan add 2 cans soup with 1 can milk and jalapeno peppers. Heat to boiling and add hamburger mixture.
In a 9x13 inch baking dish, layer the bottom with the mushroom soup-hamburger mixture, and then a layer of tortilla chips. Keep layering until pan is full. Tortilla chips on top should be covered with soup mixture and covered with cheddar cheese. Put a few jalapenos on top for looks.
