Combine potato, cream cheese, garlic, onion, butter, and seasonings in a bowl. Mix well. [Add a little milk if mixture is too thick to pass through piping tube]. Put into piping tube and pipe onto artichoke bottoms. Sprinkle with parmesan cheese.
Place onto baking sheet covered with parchment paper. Bake at 400°F for 15-18 min. Serve hot.
