Pour heavy cream into a small bowl and stir in liqueur.
Using a slotted spoon, dip each cookie into the cream mixture, allow to drain slightly and place in serving bowl. Continue dipping until you have a full layer of cookies in the bowl. Spread a layer of Cool Whip over the cookies. Repeat this process until all the cookies are gone. Cover the entire dessert with Cool Whip and sprinkle top with crumbs from the cookies or with chocolate chips.
Chill for 3-4 hrs or overnight. Spoon out to serve.
