In pot melt butter and add flour - be careful not to burn. Slowly add milks simmer about 10 minutes. Keep stirring.
Peel potatoes and dice them. Take one potato and mash it into milk mixture, add rest of potatoes. Blend in sour cream and let simmer about 5-10 minutes, stirring occasionally. Garnish with cheese, bacon and green onions.
