In a medium stock pot add all ingredients except cream. Make sure water is at least 4 inches above the ingredients.
Bring to a boil for 1/2 hour. Turn to medium heat and add cream. Cook 1/2 hour more or until vegetables are tender and rice is cooked.
You can add chicken meat if desired.
