Brown ground beef over medium heat in large skillet, adding black pepper, garlic powder and seasoned salt when beef is mostly browned. Add chopped peppers and onions.
When beef is completely browned, add diced tomatoes. Add tomato sauce and stir thoroughly. Heat to boiling.
Lower heat and simmer 5-10 minutes. Serve over open-faced hamburger buns.
