Prepare Minute Rice according to directions on the box.
Put ingredients into the frying pan starting with the liquids (not the water), garlic, and onions. Bring to a boil, lower heat to medium, and cover frying pan.
Put chicken into the mixture, fry on one side and then turn over. Sprinkle with parsley and red chili pepper and recover until chicken is white all the way through. Serve over bed of rice and top with marinade.
