In mixing bowl, combine beef, bread, milk, eggs, onions, and spices. Form into small balls.
Brown in hot butter and shortening. Remove from pan. Add 1 cup water to drippings and bring to a boil.
In cup or small bowl, blend remaining water and flour with a fork until smooth; stir into boiling water. Stir continually until thickened.
Return meatballs to skillet and simmer slowly for 30 minutes.
