Soften gelatin in cold water; stir over low heat until dissolved.
Gradually add salad dressing to softened cream cheese, mixing until well blended. Stir in gelatin.
Pour into a 1 1/2 qt. mold. Chill until firm.
Meanwhile, dissolve lemon gelatin in boiling water. Add cold water and vinegar; chill until slightly thickened. Fold in cabbage, carrots and pimientos. Pour over molded gelatin layer; chill until firm.
Unmold Frosty Tower, and garnish it with a radish rose, if desired.
