Chop onion & green pepper into small pieces. Brown ground chuck, drain any grease from meat. Add onion & green pepper and cook until tender (about 5 minutes). Add tomato juice & tomato soup. Add up to 1 cup water for desired consistency.
Cook over medium heat for 20 minutes. Add pinch of baking soda (to take the acid from the tomatoes out).
Cook noodles according to package directions, drain & add to soup mixture. Add sugar to taste (should be sweet but not over-powering). Add salt & pepper to taste.
Simmer for 45 minutes.
