Blend cream cheese and sour cream in blender until smooth. Put mixture onto serving tray.
Refrigerate for 2 hours or overnight, covered.
Finely chop green pepper, tomato, and onion. Put chopped vegetables on top of cream cheese and sour cream mixture. Sprinkle with shredded cheese. Serve with tortilla chips or crackers.
