Put cream cheese in large bowl to soften to room temperature. Cut up green part of onions and beef finely with scissors and add with remaining ingredients (except paprika) to cheese.
Mix well with hands to form ball and pat with hand to make ridges. Place ball on plate and sprinkle surface with paprika.
Refrigerate for 4 hours. Serve with choice of crackers. Recipe can be made up using 1's 2's or whatever for each serving of 8.
