Cook broccoli, spinach, onions, red peppers in water until tender.
Add milk, cream, basil, seasoned salt & chicken base.
Blend butter & flour over low heat for 3 or 4 minutes. Add to soup. Stir well & simmer for 15 minutes. Stir often to keep from sticking.
