Wash and cut potatoes into large bite size pieces, leaving skins on. Cover with just enough water to cover in large pot as if making mashed potatoes and boil.
Chop onion and cut 4 slices bacon into small pieces. In skillet, saute bacon and onion until bacon is almost done. Pour onion and bacon into potatoes while they are getting tender. Add salt and pepper.
Cook until potatoes are almost done. Then add cream or milk and butter, let cook until potatoes are falling apart. It should still be soupy but thick. Your soup is now done. Cut the other slices of bacon and saute. Cut up the green onion and shred the cheddar cheese.
You are now ready to assemble a perfect bowl of "Baked Potato Soup". Put soup into a bowl and add sour cream, green onions, bacon bits, and cheddar cheese. Enjoy.
