Rinse and cut carrots into long sections. Cut larger sections into quarters; cut smaller sections in halves. Place cut carrots into an 8x8 clear baking dish. Cut garlic into medium pieces and place into baking dish over carrots.
Place honey in hot water or into microwave until the consistency of hot caramel. Meanwhile add water, lemon juice, salt, pepper and parsley. Pour honey over carrots. Cut butter or margarine into 1 tsp. pieces and put on carrots in each corner of the pan. Cover with foil or lid.
Heat oven to 375°F and bake for 1 hour or until carrots are done. During cooking time, stir twice and add water if sauce gets too thick.
