Sift together dry ingredients. Add shortening and coarsely mix with fork. Add milk and mix well. Cover bowl and let rise for an hour.
Roll into rectangle on lightly floured board. Cut into 3" squares.
Put about 2" oil in pan and fry the squares till golden (takes very little time). Turn once, drain on paper towels, and sprinkle with powdered sugar or honey.
