Dice onion and bell peppers. Remove stem and seeds from jalapeno, and dice. Mix with bell peppers and onion. Grate cheese and set aside. Crush about 3/4 bag of chips.
Start browning ground beef in a large pan. As beef browns slightly, add peppers and onion. Continue browning until peppers and onion begin to tender. Drain grease and add enchilada seasoning with 2 cups water. Continue cooking until liquid reduces. Don't allow mixture to become too dry. Remove from heat and cover.
Preheat oven to 350 degrees F. In a large casserole or baking pan, put a layer of crushed chips on bottom of pan. Spoon in a 3-inch layer of mixture. Around the edge of pan place whole chips upright and add a nice layer of grated cheese. Repeat with chips, mixture, and cheese until all mixture is in the pan. Top with cheese and whole chips around outside edge.
Place in preheated oven for about 15 minutes to completely melt cheese. Serve hot with salsa or picante sauce, and your favorite veggies.
