In medium mixing bowl, combine mochiko, sugar, baking powder and salt. Slowly add enough water to make a stiff dough.
Bring water to a boil. Shape dough into balls then flatten like a cookie. Drop pieces at a time in boiling water. Let cook until it floats.
Remove and place in colander. Run under cold water to cool 5 seconds then drain. Coat with coconut flakes. Sprinkle with sugar then sesame seeds.
