Cream cold margarine, sugar and brown sugar. Mix well. Add eggs and mix well. Mix baking soda, vanilla and hot tap water in a measuring cup and add to mixture. Mix just to combine. Add flour in two parts, mixing well after each addition. Add chocolate chips and mix.
Drop by teaspoonfuls on to cookie sheets about two inches apart.
Bake at 350 degrees F for about 14 minutes, turning and changing rack levels after 7 minutes. Remove from cookie sheets and cool. Repeat until all batter is baked.
