Cut tortillas into 1" squares. Mix soups, milk, onion, salsa, and chiles.
Grease a shallow pan, and add chicken broth to pan. Layer tortillas, chicken and soup mix. Repeat layers. Top with cheese.
Bake at 300 degrees F for 1-1/2 hours.
