Peel potatoes, cut into 1/4 pieces, boil till tender. Mash with a little butter and milk (just like making classic mashed potatoes).
In large skillet, add onion, garlic, garlic salt, pepper and ground beef. Cook until browned. Add the tomato sauce, ketchup, brown sugar and mix well.
In a baking dish, add the beef, layer the mashed potatoes on top. Cover with the cheese. Bake at 350 degrees F till cheese is bubbly.
