Cream butter, peanut butter, cinnamon and nutmeg till creamy and smooth. Beat in sugar till mixed really well. Beat in eggs. Slowly add flour, baking soda and salt. Slowly add the water. Mix in chocolate chips and oats.
Place heaping teaspoonfuls on cookie sheets.
Bake 350°F on ungreased cookie sheets for about 10-12 minutes.
