Preheat oven to 375°F. Mix flour, oats, baking soda, powder, and salt; set aside. Beat butter, shortening, peanut butter and sugars in large bowl until light and fluffy. Add egg and vanilla; mix well. Gradually add flour mixture until well blended.
Spread evenly in a 9x13 bar pan.
Bake for 8-10 minutes or until golden brown.
After removing from oven, sprinkle milk chocolate over the top. Let set for 2-3 minutes. Spread with knife and let set.
