1. Preheat oven to 350 degrees F. Steam broccoli in a steamer on stove top until slightly tender (about 5 to 7 minutes). The broccoli should still be bright green. Drain in a colander.
2. Put the broccoli in a casserole dish and add the salt, pepper and vegetable broth. Mix and spread evenly in dish. Spread Italian bread crumbs over the broccoli, and then follow with the shredded cheese in the same manner.
3. Bake for 15 minutes.
